ACTION PROGRAM OF VIET NAM ASSOCIATION OF FUMIGATION
(From 2016 to 2018)
I. OBJECT
1.1. Common Object
Viet Nam Association Of Fumigation is a social-professional organization of individuals and organizations operating in or related to the field of fumigation, pest control for the purpose of gathering, solidarity members, regular activities, not profitable to protect the legitimate rights and interests of associations, members, the community; to support one another to operate effectively and contribute to the socio-economic development of the country, organized and operating under the laws of Vietnam.
The Association works to disseminate and provide information and new technology to the members of the disinfection, insect and pest control industry in the world.
To inspect and supervise the observance of the Association’s Charter.
The Association will also make recommendations, suggestions and comments on the policies and decisions of the State related to the vaporization, fumigation and insect and pest control to meet the management requirements. Of the State as well as in line with the actual performance of the sector.
Develop standards for handling complaints and indemnities in line with international practices to ensure the interests of its members when disputes arise in particular in international transactions.
Agrees with international insurance organizations on terms and conditions of participating in global insurance
1.2. Detail Object
1.2.1. First year (2016)
VAF makes every effort to, after about one year from the date of official launch, complete the necessary conditions and capacity for a newly formed professional association representing. The company fumigation and members in the field of fumigation of import and export goods and preservation.
One of the important conditions is to gather members in provinces with high demand in import, export and preservation of agricultural and forestry products.
Establish the rules of the Association.
Establishment of Compensation / Appeal Guidelines for Saunas Disinfection Services
Advising clients and businesses on the risks associated with insect control and appropriate standards
1.2.2. Second year (2017)
General enforcement activities:
• Training and issuance of current fumigation procedures up to international standards
• Propose state management agencies to issue specific policies on the use of Methyl Bromide in the field of fumigation preserved in the warehouse.
• Look for new products and replace Methyl Bromide, Solid AlP
• Join the same industry associations around the world
• Organizing study tours, learning experiences in other countries, other associations …,
• Organizing advanced training courses
Specific enforcement activities:
• Organize at least 2 seminars on fumigation process
• Submit proposals and co-ordinate with state management agencies to issue specific policies with the use of Methyl Bromide
• Being enrolled in the ASEAN Disinfection Association and the Associations of Singapore, Thailand, Malaysia, the Philippines and Indonesia
• Invite Australian / AQIS experts to train AFAS procedures and standards
• Find at least 1 new drug product
1.2.3. The third year (2018)
General enforcement activities:
• Monitor members’ compliance with technical procedures
• Inform members of non-compliance
• Issuance of regulations on complaint handling and compensation
• Recommends state management agencies for non-compliance
• Organizing advanced training courses
Specific enforcement activities:
• Assign the groups under the supervisory board to the board for an unscheduled or periodic inspection
• Submit a proposal and coordinate with the Plant Protection Department (PPD) under MARD
• Find out the rules of compensation according to international practice & issue regulations on handling complaints and compensation
• Coordinate with the plant quarantine department to check the activities of the members
• Invite AIB / BRC specialists to train food safety procedures and standards
VAF makes every effort to be able to successfully establish an Australian / American standard of fumigation and pest control after about three years from its inception. Responsibility for warranty and compensation with the type of service according to international standards.
