Specifically, instead of the former, enterprises are allowed to carry out procedures for customs clearance and plant quarantine at the border gates of arrival (one-stop) through the Ho Chi Minh City Customs Department with time and procedures. Customs clearance is now required to declare customs at the Customs Branch of the province / city where the enterprise locates the production base (Binh Phuoc, Dong Nai …).
Mr. Dang Hoang Giang – Vice President of VINACAS said that this new regulation has created a second door because quarantine is still mandatory in Ho Chi Minh City. However, Zone 2 Quarantine Agency can not take quarantine samples as soon as the goods arrive at the port of Ho Chi Minh City but must wait for the Customs Sub-Department of the province / city where the enterprise locates the production base to check. Thus, each shipment will have to be transported from Ho Chi Minh City to the relevant provinces (for customs clearance) and possibly from the provinces to Ho Chi Minh City (to It then goes back to the provinces (for warehousing and production), which is a waste of time and money for businesses and society, such as increased costs. Based on the actual conditions of the cashew sector with high import and export volume and fast turnaround in production and processing, the Vietnam Cashew Association (VINACAS) has sent an official letter to the Ministry of Finance, the Ministry of Industry and Trade, the Ministry Agriculture and Rural Development, General Department of Customs and Customs Sub-Departments of the provinces concerned have suggested that enterprises be flexible in their choice of customs declaration.
Accordingly, VINACAS suggested functional agencies to allow enterprises in the cashew industry to flexibly choose customs declaration at the Customs Sub-Department in Ho Chi Minh City or the Customs Branch of the province / city where the enterprise Set pulp mill bases according to actual conditions of each enterprise.
